The Captain Superintendent of Police will require an extra Chinese Shroff and suggests an increase to the salary of the Police Accountant of $30 per month, $70 on account of increased duties, or a total increase of $840 per annum. Besides this, extra accommodation will have to be provided, either by building or purchasing, as the available Office space is already overcrowded. The duties that the Captain Superintendent will be prepared to take over with this assistance, are the Registration and Licensing of Hawkers; of Chinese Undertakers; of Tenements for Emigrants; of Chairs and Bearers, Horses, Carriages and Drivers; and of Money Changers. These different items brought in a Revenue in 1878 of $4,596.
7. The Treasurer would undertake under the proposed new organization, the collection of Revenue from Land, Markets and Latrines, including Village Rates, which amounted in 1878 to $39,977. In order to undertake these extra duties he would require an extra Chinese Clerk at $30 per month and would recommend increased remuneration to other Clerks, say $80 or an increase of $960 per annum.
8. Taking therefore the reduced staff proposed by Mr. C. C. SMITH The increase that will be required to the Harbour Master's staff, $8,256 The increase to the Police $1,368 The increase to the Treasury $960 The total cost to Government under the new scheme would be as above, $11,424 per annum. This sum does not include the cost of a new building for the Police, nor any provision for the superintendence of the working of the Contagious Diseases Act, which Mr. SMITH proposes should be transferred to the Colonial Surgeon, who of course would be entitled to extra remuneration in consideration of the extra duties imposed on him.
9. The reductions that have been made as opportunities have presented themselves in the staff of the Registrar General's Department have brought down the cost of that Establishment from $13,608 to $10,848 or about $600 per annum less than the estimated cost (as shown in the preceding paragraph) if the Registrar General is relieved of certain duties now performed by him and they are transferred to other Departments. If the extra pay to the Colonial Surgeon for undertaking the duties of superintending the working of the Contagious Diseases Act be taken into consideration, the cost of effecting the proposed changes in the Registrar General's Department may be estimated at fully $2,000 a year higher than is now paid.
10. Mr. GERRARD has for some time past, undertaken with the present reduced staff all the duties of which it has been proposed to relieve him. A considerable amount of the work hitherto performed in his Department is now entrusted to the Chinese Secretary; and this circumstance has enabled the Governor to reduce the cost of the Department about $2,700 below the authorised amount borne in the Estimates. The Committee see, therefore, no advantage to be gained by making the proposed transfers and they doubt the expediency of placing under the control of the Colonial Surgeon the supervision of the working of the Contagious Diseases Act. He has already his own duties assigned to him under this law which are those of inspection of the Brothels and their inmates, and it does not seem convenient that he should also be charged with the duty of prosecuting under that Act or of issuing Licences and collecting dues.
11. The Registrar General has at present the control of the District Watchmen which duty the Police Commission recommended should be transferred to the Police. He is able to retain this duty without extra assistance should it be decided not to approve of the proposed transfer.
12. The Interpreter General as Chinese Secretary would have the same relations to other Branches of the Government Service as the Registrar General had formerly as regards the duties of which he has been relieved by the Chinese Secretary.
